VERY IMPORTANT NOTE: The behavior of a 0-0 record is not defined in any official capacity. Thus, different sites treat 0-0 differently and may have their standings in different orders based upon this behavior. No approach is more correct than any other. However, this site treats 0-0 as infinitesimally larger than 0-1 (i.e., 0-16-1 > 0-0 > 0-1).
Additionally, because the tiebreaking procedures specify “best won-lost-tied percentage” in all of their record-based steps, this site uses that method for 0-x or x-0 records (so, for example, 1-0 = 2-0). Many sites (including the NFL’s own) choose to use a “games-back” logic, so 2-0 > 1-0, deviating from the official procedures. This also causes discrepancies between sites.
Both of these sources of discrepancies/ambiguity are inconsequential ultimately, because at the end of the season, the same number of games will have been played at all steps for the tied teams, and there will be no 0-0 records involved in any tiebreaker.
